In Round 12, Mozambique had an accumulative score of 650, which was the same cumulative score that it had in Round 11. Despite having no changes in the cumulative score, Mozambique experienced offsetting score changes in Indicators #22 and #56. There was an increase in indicator #22 from 25 to 50 as the National Electoral Commission (CNE) was forthcoming in publishing the October 2023 pre-municipal elections reports, which detailed issues of voter registration, political parties’ candidacy approval and rejection, and electoral campaign regulations. There was also a decrease in Indicator #56 due to the arrest of a singer turned blogger and YouTuber, Doppaz (Amândio Munhequeia), which was interpreted as a move by the government to censor publication of citizen-created content online.
